The Port of Pend Oreille is seeking qualified consultants to conduct a comprehensive feasibility study for a Beauty Bark Manufacturing Facility at Wolfred Industrial Park in Northeast Washington. The facility would process forest residues such as bark, chips, and slash into products like high-value mulch and landscaping materials, aiming to create new markets for low-value biomass and support wildfire risk reduction and sustainable forest management. The selected consultant(s) will: (1) manage the project and engage local stakeholders, (2) analyze regional biomass supply and market demand, (3) assess site and infrastructure readiness, (4) plan and provide preliminary facility design, (5) outline regulatory, permitting, and environmental strategies, and (6) compile all findings into a final feasibility report including development phasing, capital needs, and implementation strategy.
