Pasadena is an ethnically diverse community that is home to approximately 137,122 people making it the 183rd-largest city in the United States. Pasadena is the ninth-largest city in Los Angeles County. It is one of the primary cultural centers of the San Gabriel Valley. The City covers approximately 22.5 square miles, with an average of ten residents per acre. The median age of its residents is approximately 36.9 years. There are over 100,000 jobs in a wide variety of industries in the City of Pasadena. Fiber Network Background Beginning in 1998, the City has made significant investments in developing fiber networks to meet City business requirements. In 1999, the City of Pasadena Departments of Water & Power and Information Technology completed construction of a 25-mile City Fiber Network, of which 20 miles were underground and installed within the City's power distribution conduit system and five miles were aerial. A majority of the fiber in the backbone was leased to a telecommunications carrier in 1999 to support local competition and pay for network deployment. The City has leased small amounts of dark fiber to local entities as well. Since then, the City has also installed a number of shorter fiber runs linking City and other facilities to the backbone. Since 2000, the City of Pasadena's Department of Transportation (DOT) also has constructed a fiber optic network to facilitate traffic signal management and other advanced traffic management systems (DOT Fiber Network). Twenty-three and a half miles of the network are underground, primarily under City sidewalks, and one mile is aerial. There are several locations where the City and DOT networks connect. In 2015, the City kicked off a fiber expansion program, tripling the capacity in the core backbone and extending fiber to new areas of Pasadena. City fiber uses include: internal data network and Internet connectivity voice services to City facilities public safety radio system backhaul power utility management and monitoring traffic signal controller and CCTV links, etc. transport of public, educational and government (PEG) programming leases of dark fiber and provision of fiber transport services to local institutional and business customers The City was rewarded a HUD CPF Grant with the objective of expanding broadband services. Question Submission Deadline: November 19, 2025, 1:00pm Questions regarding this solicitation should be submitted directly through the City's eProcurement Portal Scope of Work OVERVIEW The City requires engineering and construction management support for two broad categories of fiber expansion: construction projects that add several miles to the fiber network at the time, and connection projects that extend fiber links from the existing network to nearby facilities or devices in the field. Through this RFP process, the City plans to select one or more qualified firms to provide ongoing fiber engineering and construction management services to support fiber expansion activities as they arise. Given the nature of the work and smaller scope of most projects, the City does not bid out this fiber engineering work on a project-by-project basis. At present, the City has not identified the specific locations for construction projects and new connections. As such, this RFP does not include plan sets or identify specific locations, building entrance requirements, etc. The majority of the City network is underground in the Pasadena Water & Power Department power conduit system. However, a portion of the network is aerial, and expansion activities will extend into areas where no underground infrastructure is available. Proposers need to have minimum of 5 years experience with engineering and installation of both underground and aerial fiber plant. The role of the successful proposer will be to work on a consultative basis with the City, helping to identify the optimal approach and related costs for network construction and connection projects. Should the City decide to pursue individual construction projects, the selected firm will assist in performing any engineering required, applying for permits, and providing construction management services. The City makes no guarantee as to the number of fiber network construction or connection projects that the selected vendor or vendors will be involved in supporting, or the dollar amount that will be expended. SPECIFIC ACTIVITIES All work will be performed in close coordination with the City's Project Manager (PM) and other relevant City staff. The consultant shall provide support through all phases of fiber network and construction projects, including planning, design, construction, inspection, documentation, and close-out. Planning & Design Coordination Assist in evaluating City requirements for fiber network extensions and individual connections, including strand count, cable type, connection type (lateral vs. loop), design constraints, and timing. Evaluate building entrance and connection alternatives through onsite inspections and review of City infrastructure records. Gather information from City departments regarding existing substructure. Prepare estimates of fiber installation and construction costs based on industry norms and Pasadena contracted rates. Develop detailed construction plans in alignment with City direction and preferences. Perform make-ready engineering providing attachment, rearrangement, and guying requirements in compliance with GO 95 specifications. Provide licensed Professional Engineer services as required. Provide other drafting services as required. Construction Coordination & Technical Support Coordinate services from multiple vendors (e.g., conduit construction, fiber pulling, splicing, and testing). Coordinate with City crews for scheduling access to the fiber backbone, patch panels, and installation of new fiber. Secure all required permits, manage entitlement requirements, and prepare traffic control plans. Coordinate and manage communication with landlords, regulatory agencies, and other governmental authorities. Coordinate and prepare pole attachment applications in conjunction with Pasadena Water & Power and its contracted JPA manager. Identify required cable and related materials and coordinate acquisition with City staff. Construction Management & Field Inspection Provide on-site inspection of contractor work and document progress, activities, and quality of work. Inspect and verify materials, equipment, and personnel brought to the site. Ensure proper handling, storage, and installation per contract documents. Verify surveying and layout work performed by the contractor in relation to control points, rights-of-way, and grades. Observe, document, and report on construction and testing activities including equipment, pipelines, electrical, fiber optic systems, etc. Identify construction problems or conflicts and recommend solutions to minimize project delays. Inspect and document any damages to existing facilities (e.g., curb, sidewalk, gutter) caused by contractor work. Secure required inspections and support emergency outage responses and infrastructure repairs, as necessary. Attend and participate in construction meetings and planning sessions as required. Contract Administration & Communication Coordinate, respond (as authorized), and transmit contractor Requests for Information (RFIs). Route technical inquiries to PM and/or Engineer of Record as appropriate. Assist the PM with all contract correspondence including letters, forms, notices, permits, change orders, test results, schedules of values, and applications for payment. Receive and review contractor schedules for compliance. Coordinate with contractor and PM to resolve schedule issues. Receive, evaluate, and comment on contractor change order proposals and claims. Perform cost analysis as requested and submit recommendations to the PM. Discuss design clarifications and technical issues with contractors, PM, and Engineer of Record to resolve conflicts. Documentation & Reporting Maintain accurate and detailed project records including daily reports, progress diaries, meeting minutes, and construction logs. Prepare construction activity reports. Track and coordinate all shop drawing submittals and other required documents; ensure timely review and response. Assemble and maintain notes, sketches, photographs, and other data to support revision of as-built drawings. Review and comment on contractor-prepared as-builts (redlines); coordinate final record drawing preparation and delivery to the PM and Engineer of Record. Facilitate transmission of CAD and other electronic files for integration into the City's GIS system. Document and submit water service records and valve card records for each applicable installation. Ensure required spare parts, O&M manuals, training documents, and warranties are provided to the City. Verify contractor's monthly invoice quantities and provide recommendations to PM regarding any discrepancies. Provide City staff with regular project status updates and attend coordination meetings as required. Immediately report any site accidents to the PM in detail. Customer Support Communicate directly with licensed users of the City's fiber optic network as needed. Respond to support requests from the City and licensed users of the fiber within two business days.
