The major work will consist of paving, sidewalk, curb ramp, signing, and striping improvements for railroad crossing safety improvements. Certain improvements included in this project must be performed by a contractor or designated subcontractor who is pre-qualified by the City (water and sewer items only) at the time of bid opening. The Contractor does not need to be prequalified with TxDOT. The procedures for qualification and pre-qualification are outlined in Section 3 of 00 21 13 - Instructions to Bidders. Bidders must submit their bids electronically via the Procurement Portal. Failure to submit all completed required information listed in the respective Solicitation will be grounds for rejection as non-responsive. No late bids will be accepted. Bids delivered in any manner other than using the Bonfire Platform (Procurement Portal) will not be accepted or considered. All submissions must be clear, legible, and complete. Interested parties are encouraged to indicate their intent to bid in the Procurement Portal. All addenda will be posted in the Procurement Portal under the respective project. The City reserves the right to waive irregularities and to accept or reject any or all bids. The contract will be awarded to the lowest responsive bid by a responsible bidder.
