Site work and new construction of a water / sewer project in Weston, West Virginia. Completed plans call for site work for a one-story above grade water / sewer project; and for the construction of a water / sewer project.
The work consists of the installation of one new 153,000 gallon water storage tank and foundation, general site grading, valve vault, site piping, site stone, chain link fence, hydrodynamic mixing system, gravel access road improvements, and other necessary appurtenances. All work shall be substantially complete within 330 calendar days and ready for final payment within 360 days after the contract times commence to run. Liquidated damages are set at $1,000 per day for delays. Bids must be submitted using a two-envelope system. Envelope No. 1 should contain the bidder's name, address, and required bid opening documents as described in the checklist. Envelope No. 2 labeled "Bid Proposal" must be enclosed inside Envelope No. 1. Envelope No. 1 will be opened first, and if all documents are found to be in order, Envelope No. 2 will be opened and read aloud. Bids not meeting these requirements will be considered non-responsive and returned. Each bid must be accompanied by a certified check or bid bond equal to five percent (5%) of the base bid. Bidders must comply with various federal and state laws, including the Title VI of the Civil Rights Act, Copeland Anti-Kickback Act, Contract Works Hours Safety Standards Act, Drug Free Workplace Certification, Affirmative Action requirements, certification of non-segregated facilities, specific labor standard provisions, and must have a West Virginia Contractor's License. The Build America, Buy America requirements apply, mandating use of materials produced in the United States as described in the contract. Bidders are required to make positive efforts to subcontract a portion of the contract to Disadvantage Business Enterprises per the contract requirements. Sales tax exemptions and wage requirements must be followed as stipulated.
