Site work, paving and renovation of a mixed-use development in Lexington, Kentucky. Completed plans call for the renovation of a transportation facility; for site work for a transportation facility; for paving for a transportation facility; and water / sewer project.
The project consists of construction of an aviation fuel facility that includes five 40,000- gallon fuel horizontal aboveground storage tanks (ASTs), with space for three future 40,000-gallon horizontal ASTs, one 12,000-gallon and one 6,000 gallon horizontal AST and the construction of a control building. The project includes grading, drainage, electrical, paving, fencing, structural, architectural, plumbing, and mechanical work. (a) BIDDERS must be in good standing with the Commonwealth of Kentucky and be qualified to meet all local, State and Federal statutes, codes, regulations and ordinances governing the performance of the type of work for which Bidder is submitting a Bid. Additionally, Bidders must have a contractors' license issued by the Lexington-Fayette Urban County Government. Successful Bidders shall be required to pay at least prevailing wage rates established by the Kentucky Department of Labor. BID GUARANTY. Each sealed Bid shall be accompanied by an irrevocable Bank Letter of Credit, or a Bid Bond satisfactory to LFUCAB with good corporate surety, in a sum not less than ten (10%) percent of the aggregate amount of the Bid, payable without condition to the LFUCAB, to guarantee that if the Bidder's offer results in an Award, that the Bidder will furnish all required bonds, insurance certificate(s) and insurance policy(ies) within fourteen (14) Calendar Days after the Notice of Award is given, and enter into the Contract for the bid amount. FEDERAL AVIATION REGULATIONS. For Airport Improvement Program (AIP) contracts, this solicitation shall conform to the requirements of the laws and ordinances pertaining to the letting of contracts and, in addition, shall conform to the requirements of Part 152 of the Federal Aviation Administration Regulations (14 CFR 152) applicable to the Contract and stated in Attachment A. RIGHT TO REJECT ANY AND ALL BIDS. The LFUCAB proposes to award the Contract to the lowest responsive and responsible Bidder, provided it has met the goals for DBE participation or, if failing to meet the gods, has made an acceptable good faith effort to meet the established goals for the DBE participation. Bidder is advised that LFUCAB reserves the right to reject any and all Bids submitted, to waive any and all informalities, irregularities and/or technicalities in any Bid or Bid Guaranty, to accept any Bid deemed advantageous to it; and, to negotiate changes, deletions, or additions to these Contract Documents with the successful Bidder. WORK BY BIDDER'S FORCES. Bidders' attention is directed to the requirement that a minimum of thirty percent (30%) of the total aggregate dollar amount of the Work covered under this Project shall be done by personnel directly in full-time employment status of the Bidder. This will remain a requirement throughout the life of the Contract. Bids must be submitted on the standard form of Bid Proposal, and the successful BIDDER will be required to execute the Standard Form of Construction Agreement. Question Deadline 12/15/2025: A Bidder that has doubt as to the true meaning of a Project requirement may submit to the Engineer a written request for interpretation no later than seventy-two (72) hours prior to bid opening.
