The Hardee County Industrial Development Authority and The Development Group seeks the submittal of proposals from qualified individuals, firms, companies, or entities who are interested in providing mowing, landscaping, and irrigation maintenance services for IDA-owned and managed properties. Services include routine mowing, edging, pruning, trimming, planting, weed control, mulching, fertilization, and maintenance of irrigation systems. Additional work such as tree or shrub planting and removal may be requested. Respondents are responsible for providing all labor, equipment, and materials necessary to perform the services in compliance with all local, state, and federal regulations. All work must meet IDA standards for quality and appearance. Interested respondents are encouraged to review the full bid document for complete details and specifications. Proposals received after the established deadline will not be opened and will be made available for return in their unopened state or for destruction at respondent's written instruction. A pre-response meeting will not be held for this RFP. The Selection Committee shall hold a public meeting for the purpose of evaluating bids and making a recommendation to the Board, such Selection Committee meeting to be held at 9:00 a.m on Wednesday, December 17, 2025 at The Development Group's office, 107 E. Respondents to this solicitation or persons acting on their behalf may not contact, between the release of the RFP and the end of the 72-hour period following the agency posting the notice of intended award, excluding Saturdays, Sundays, and state holidays, any employee or director of the IDA concerning any aspect of this RFP, except in writing as provided herein. This Request for Proposals (RFP) seeks to solicit the services of a qualified entity, firm, or individual for the services as described herein. The Scope of Services may include but are not limited to the following: 1. Respondents shall be responsible for providing mowing, landscaping, and irrigation services as set forth herein. Respondents shall provide all personnel, supplies, materials, and equipment necessary for performance of services, including maintenance/operation of irrigation, at all properties so designated by the IDA at the sole discretion of the IDA. All work and services performed shall be to the satisfaction of the IDA. 2. As a general matter, the term "mowing" shall mean mowing, edging, and use of other motorized equipment; "landscaping" shall mean pruning, trimming, planting, removal, weed control, fertilization, mulching, and maintenance and on-going operation of irrigation systems. 3. Respondents may also be responsible for planting and removal of trees, shrubs, foliage, and other plantings, as requested. 4. Respondents must be able to adhere to the mowing and landscaping requirements as determined by the IDA. 5. In all circumstances, Respondent must follow all local, state, and federal laws with regard to mowing and landscaping restrictions, including the removal of trees, shrubs, and foliage It is the intent of The Development Group to negotiate a contract for the work described. The IDA anticipates entering into a contract with an initial term of one year, with options to renew for specified periods at the discretion of the IDA. The contract shall be terminable without cause upon written notice to the engaged entity/individual/firm by The Development Group.
