All questions about the meaning or intent of the Bid Documents shall be submitted to OWNER in writing. Questions received less than ten days prior to the date of opening of bids may not be answered. The project generally includes the following work and bid options: Bid Option A: Construction and provision of extensions to and new end sections for an existing 10' x 5' concrete box culvert including, but not limited to, new concrete wingwalls, headwalls and barrel extensions (up and downstream) as well as removal of the existing end sections and other related work. Bid Option B: Complete removal of the existing culvert and provision of a complete new prefabricated (or equivalent poured in place) box culvert and end sections along with all related work. Bid options are to be accompanied by related grading and site work. Bidders may bid either or both bid options. Proposals must be on forms provided and all unit price bids, extensions, and totals must be completed fully. Each bidder shall file with their bid a bidder's bond for 5 percent of the total amount of the base bid made payable to the City. Bidders are informed that all contractors are subject to compliance with all applicable laws, ordinances, rules, and regulations. Wage rates paid for construction work for this project shall be at least equal to the prevailing wage rates as specified in the project documents and determined by the Missouri Department of Labor and Industrial Relations. The Contractor and subcontractors are obligated not to discriminate in employment practices. The City reserves the right to waive any informalities or to reject any or all bids.
