Contract Start Date* February 2, 2026 It is the intent of the City of Norwalk to seek proposals from firms capable of providing On-Call Design Consultant Services for all divisions. The City will review each proposal received, negotiate terms, and enter contracts with selected firms. Selected firms (Consultants) shall provide consulting services on an "on-call" basis for various task orders to be determined during the minimum 3-year contract term. There is no minimum or maximum number of task orders to be issued to each Consultant. The City will issue a purchase order for each individual task order based upon agreed-to task order proposals submitted by Consultant. Individual task order proposals are intended to be brief and include only scope of services, assigned personnel, work schedule, and fee. Design Services: Design services for this proposal include, but are not limited to the following: o Research and Development / Preliminary Design Phase Services: o Consultant shall research and obtain as-builts and other available databases/information pertaining to certain projects to assist field observations and plan development. o Consultant shall review the preliminary utility information and send notifications to all utility companies known to operate within the project area to clear utilities for the project. o Consultant shall conduct a field observation of the project area in order to verify as-built information, identify design constraints, and observe general site conditions. o Consultant shall review preliminary concept plans/geometrics and coordinate with affected agencies, including Caltrans, FHWA, LA County Flood Control, and other agencies necessary to complete project construction. o Consultant shall review and research available right-of-way maps, assessor parcel maps, and easement information to prepare maps, plans, exhibits, and other documents that may be required to complete the final engineering/design phase of the project. o Consultant shall conduct the necessary geotechnical subsurface investigation and soils engineering services to complete the final design of the project. o Consultant will collect section core samples on each street segment to provide information on the street's pavement structure, including but not limited to the thickness and material type of each layer encountered in the pavement structural section, the presence of any pavement reinforcing fabric, and moisture content of existing subgrade. Information found shall be used for pavement analysis and design services to develop pavement rehabilitation recommendations for each street section, determining potential new pavement structural designs that might be required, evaluation of alternative treatments, and construction support. To assist with the evaluation, the Consultant shall measure the full structural section (AC & AB) at each core location. The Consultant shall also collectnative soil samples and determine the R-value. R-values will be determined at 1,000-foot intervals minimum. o Consultant shall explore all possible rehabilitation options, including but not limited to; pulverization and resurfacing, milling and filling, conventional HMA overlays and RHMA overlays, as well as recycling options such as FDR and PDR. The report shall include the deflection summary sheets, photos and a visual description of each street segment. o The Consultant shall prepare an engineering report that summarizes the deflection analysis and contains rehabilitation and reconstruction options for each street segment tested. o Consultant shall perform a preliminary environmental review based on the preliminary concept plan. o Consultant shall provide City Standard final design plans on CD (or digital format) in AutoCAD and text specifications in Microsoft Word or the current version used by the City of Norwalk. o The Consultant will obtain available as-built drawings, survey data, and utility contact information from the City. The research may include traffic signal plans, signing, striping, municipal improvements such as water and sewer as-built plans and/or atlases. The Consultant shall verify known underground utilities to avoid conflicts with proposed improvements. Consultant shall provide a report potential conflicts between as-builds and existing conditions. o The Consultant shall contact all utility companies within the project limits and request current utility atlas maps and as-built information. Consultant is required to send current preliminary notices to utility companies in accordance with the City's procedures. Documentation of contacts and responses will be copied to the City. Consultant will prepare utility notices and deliver them to the City for mailing under City letterhead. Consultant shall provide a spreadsheet log of notices sent to utility companies and responses received. o Consultant shall submit invoices to the City on a monthly basis in City standard format. Each invoice will be itemized and will list personnel, hours, hourly rate task performed, last month billing, percent completed, current month billing, remaining balance, purchase order number, and invoice number. o Consultant, when necessary, shall coordinate with Caltrans and adjacent jurisdictions, including the processing of encroachment permits. o Consultant shall maintain consistent project documentation including meeting minutes, action item logs, and utility coordination records o Conduct or coordinate technical studies as required (historical preservation, archaeological, biological, hazardous materials, hydrology, and drainage)
