Kannapolis City Schools (KCS) is requesting responses from design firms interested in providing professional design services for additions and renovations to Jackson Park Elementary School in Cabarrus County, North Carolina. It is the intent of this solicitation process to fully comply with NCGC 143-64.31 - Procurement of Architectural, Engineering, and Surveying Services, to announce all requirements for architectural and engineering services, to select firms qualified to provide such services on the basis of demonstrated competence and qualification for the type of professional services required without regard to fee other than unit price information at this stage, and thereafter to negotiate a contract for those services at a fair and reasonable fee with the best qualified firm. If a contract cannot be negotiated with the best qualified firm, KCS shall terminate negotiations with that firm and initiate with the next best qualified firm. Selection of a firm shall include the use of good faith efforts by KCS to notify minority firms of the opportunity to submit qualifications for consideration by KCS. KCS reserves the right to waive technicalities and informalities and, at its sole discretion, to reject any and all responses to the RFQ. It is the intent that Jackson Park Elementary School will receive an expansion of approximately 16 new classroom spaces, a new gymnasium and possibly some renovations to the existing facility. This project will consider utilizing the Construction Manager at Risk (CM@R) delivery method pending Board of Education approval. The lead architectural consultant will assemble a team of consultants to include, but not be limited to, civil, structural, architectural, plumbing, mechanical, electrical, electronic and special systems engineers. Internal traffic movements and coordination with NCDOT and MSTA will need to be included as a part of the provided services. The scope of work will include participation in the solicitation and selection of CM@R firms, pre-design services such as planning and programming, design and construction documents, contract administrative services, furniture and equipment assistance, and property accounting drawings for this elementary school expansion. The classroom addition and gymnasium will be constructed directly beside the existing school and provide common area connectivity. The existing school structure covers approximately 78,000 SF and the property is approximately 7.5 acres. The address is 1400 Jackson Street, Kannapolis, NC 28083. No annexation or rezoning request will be required with this project, and it will maintain the current R-18, Medium Density Residential Zoning Classification. No program of space for the proposed addition will be available during this RFQ or interview period. Programming will be included as a part of the scope of services provided. Final design square footage will vary but it is anticipated that this project will entail approximately 40,000 square feet. The building will be energy efficient and will utilize numerous sustainable design strategies. An energy model will be required during the design phase. The design team will need to work with the owner's commissioning agent during design and construction phases of the work. The project will not seek LEED accreditation. However, construction means and methods similar to this standard are strongly encouraged as a part of the overall project design, development and construction. The design team will utilize BIM software for the building related disciplines and coordination drawings. As a part of the BIM package, KCS will be provided with copies of all BIM models generated as a part of this project.
