PROJECT NO. 0510 050 2024 The extent of work on this project is the furnishing of all labor, equipment, and materials for the construction of improvements generally described as follows: This project includes the construction of a new PCC trail connection and repairs to existing PCC panels, including all materials, labor, and equipment necessary for site demolition/preparation, sediment/erosion control, and construction of new PCC work and repairs to existing PCC panels at the site mentioned above. Improvements include, generally: construction of a new PCC trail extension to connect the northeast trail network to the southwest trail network, removal/replacement of PCC panels and adjacent curb and gutter, grinding of vertical deflections on existing PCC panels, sealing/filling cracks in existing PCC panels and all other associated work to complete the projects as noted in Contract Documents. All work is to be done in strict compliance with the Plans and Specifications prepared by LT Leon Associates, Inc. which have been heretofore approved by the City Council and which are now on file for public examination in the office of the City Clerk. Payment will be made to the contractor based on monthly estimates in amounts equal to ninetyfive (95%) percent of the contract value of the work completed during the preceding calendar month, and will be based upon an estimate prepared by the Contractor on the first day of the month, subject to the approval of the Engineer. The City reserves the right to reject any and/or all bids and to waive any and/or all technicalities and/or all irregularities. Each proposal shall be electronically accompanied by a scanned copy of the bid bond or a scanned copy of a cashier's or certified check drawn on an Iowa bank or a bank chartered under the laws of the United States in an amount equal to ten percent (10%) of the total amount of the bid. If a bid bond is submitted it must be on the form provided with the contract documents. A physical copy of the bid security will be required to be submitted to the City Clerk's Office by the apparent low bidder within 48 hours of the bid deadline. The bid security submitted should be made payable to the City of West Des Moines, Iowa, and not contain any conditions either in the body or as an endorsement thereon. This bid security is provided to the City of West Des Moines as security that if the bidder is awarded the contract by the City, the bidder will enter into a contract on the form provided by the City at prices bid and shall furnish the required performance and payment bond to the City. If the bidder fails to execute the contract and to furnish an acceptable performance and payment bond or provide a Certificate of Insurance within ten (10) days after acceptance of the bid by the City, the bid security may be forfeited or cashed by the City as liquidated damages. The successful bidder will be required to furnish a performance and payment bond in the amount of one hundred percent (100%) of the contract price guaranteeing faithful performance of the contract and guaranteeing payment to all persons supplying labor and/or materials in the execution of the work provided for in the contract. Additionally the contractor must provide the City with a guarantee of maintenance of said improvement in the form of surety for a period of four (4) years from the time of acceptance by the City. Work on said project shall commence within ten (10) days of the written notice to proceed and shall be completed by June 30, 2026. Liquidated damages in the amount of Two Hundred dollars ($200.00) per day will be assessed for each day that the work remains uncompleted after the end of the contract period.
