Contractor shall provide qualified and experienced personnel to perform disaster recovery mitigation and reconstruction services for natural disasters (such as fire, storms, and flooding) on an as-needed basis. FPM coordinates and provides oversight of project activities with consultants and contractors. While the precise scope of work will vary for each project, services may include but are not limited to those outlined in the Buyer Attachments – Scope of Services. Prevailing wage rates apply. Bidders must be capable of providing preventative maintenance, repair, and emergency services, and have access to replacement parts to repair and maintain various equipment covered under the contract. All personnel must pass background checks if working in facilities with the Multnomah County Sheriff's Office or Department of Community Justice occupancy. The County values sustainability and diversity in workforce and subcontracting practices, and encourages participation by minority-owned, women-owned, and emerging small businesses and organizations. Bidders must not submit files, excess pages, weblinks, or information not specifically requested in the 'Items to Submit' section or text boxes; such submissions will be redacted and not evaluated. Proposers should respond to specific questions in the Buyer Attachments (Attachments A-H) as individually named PDF files and adhere strictly to provided page limits. Proposals will be evaluated solely on the merits of the information provided within the submission. Required supporting documentation includes a pricing sheet for services and a completed Cooperative Purchasing Vendor Agreement. All correspondence is to be conducted electronically, and proposers are responsible for keeping their supplier portal updated with current contact information. Proposers must meet minimum requirements, such as being a legal entity registered in Oregon, providing proof of required insurance and current year W-9, and completing a pre-award risk assessment if federal funds are involved.
