Four Certified Professional Firms are required to provide all engineering services needed for geotechnical engineering and testing professional continuing services on a Consultant Service Authorization (CSA) basis. The required services fall under Prime Category 6.01 (Geological and Geophysical Studies), 6.06 (Materials Testing), and Subcategory 7.07 (Threshold Inspection). Consultants must provide both a hardcopy and an electronic proposal, which includes a Letter of Interest, relevant GSA Forms SF-330 for personnel or sub-consultants, completed qualification questionnaires for both prime and sub-consultants, SBE documentation, EBO schedules, Commercial Non-Discrimination Certification, and Conflict of Interest Disclosure Forms. Forms are to be completed as listed in the requirements. No addition or deletion of team members is allowed after the proposal due date. Proposers must be CCNA certified and registered in the County's Vendor Self Service system. Proposals will be evaluated based on the County's selection criteria and Affirmative Procurement Initiatives (APIs). SBE participation goals must be met or a waiver requested. The "Cone of Silence" applies from the deadline to submit proposals until contract award or other conclusion of the solicitation process. Attendance at the pre-proposal meeting is highly recommended but not mandatory, and all subconsultants must also be registered as vendors. Persons or affiliates on the convicted vendor list cannot participate. The County will not consider social, political, or ideological interests, and all respondents will be ensured equal opportunity. Palm Beach County reserves the right to reject any or all responses or cancel the solicitation entirely.
