The contractor shall provide all personnel, equipment, tools, materials, supervision, and training necessary to perform comprehensive snow removal services at the National Weather Service Forecast Office in Moon Township, Pennsylvania. Services include plowing and removal of snow, sanding, salting, and calcium chloride application to ensure continuous access to the facility, which operates 24/7 and provides critical public safety services. Snow removal operations must begin when one inch of snow has accumulated and continue throughout the storm, with attention to sidewalks, walkways, fire hydrants, drive-in ramps, loading docks, and emergency exits. Sand/salt mixtures must be applied to streets and parking lots after snow removal, and calcium chloride (no salt) must be applied to sidewalks, steps, and landings. The contractor is responsible for avoiding damage to landscaping and for removing sand debris after deicing operations. The contract includes a base year and four option years, with services performed annually from November 1 through March 1. The contractor must comply with OSHA, federal, state, and local standards, and provide experienced personnel with appropriate training. A designated Site Manager must be available for coordination and communication with the Government. All operations must minimize inconvenience to facility occupants, and the contractor is liable for any property damage caused during service execution.
