Questions Deadline Tuesday, December 2, 2025 3:00 PM U3P This solicitation is the Stage I: Request for Proposals of a multistage selection process for construction services. Only contractors short listed by the selection committee through the short listing process described in the solicitation will be invited to participate in Stage II: Invitation to Bid process. Individual contractors or alliances between two or more contractors are allowed to form a contractor team. One contractor must be declared as the lead contractor representing the team, and if short listed, the state will only enter into a contract with the lead contractor. The lead contractor must be licensed by the State of Utah and ensure that all subcontractors comply with state license laws. If any member of the contractor team withdraws or is removed, the contractor must immediately notify DFCM, and eligibility to continue participating will be at DFCM's discretion. Failure to notify of changes may result in disqualification. There is a mandatory meeting for all prime contractors wishing to propose on this project; attendance and sign-in are required. Contractors not present are ineligible to propose. Subcontractors and suppliers may attend but are not required. The meeting will include a description of the overall scope of work and intended project schedule, with an opportunity for questions and clarifications about the project and procurement process. All project-related requests for information, clarifications, and questions must be submitted to DFCM via the U3P website by the deadline stated on the solicitation schedule. Responses will be issued in addenda on the U3P website, and these will become part of the solicitation. Questions about drawings, specifications, or contract documents should be submitted for interpretation via the U3P website before the specified deadline. Interpretations will be issued only through addenda. Where proprietary products are referenced, the products of other manufacturers will be accepted if they meet or exceed standards, subject to written approval from the architect/engineer (a/e), with approval occurring prior to the final addendum deadline.
