NIST is seeking capability statements from qualified small business and other than small business construction contractors for a General Construction Multiple Award Task Order Contract (MATOC) to support laboratory and administrative space at its Gaithersburg, Maryland campus. This is not a design-build procurement; all design-related services will be performed by others. Respondents must demonstrate construction capabilities only. Required experience within the past 72 months includes construction or renovation of operational research laboratories with complex infrastructure such as specialized ventilation, containment systems, cleanrooms, or instrumentation. Contractors must also show capability in constructing laboratory infrastructure including laboratory casework, lab service systems (vacuum, natural gas, compressed air, chilled water, steam, cold water), and integration of lab equipment, fume hoods, and exhaust systems. Additionally, experience in general construction in a campus setting is required, including roofing, office construction, paving, concrete work, and associated mechanical, electrical, and site utility infrastructure. The anticipated period of performance includes a base year, four one-year options, and a potential six-month extension under FAR clause 52.217-8. Responses must include company information, validation of business size under NAICS 236220, technical capabilities, relevant project experience (minimum $75,000 value and at least 2,500 SF for lab renovations), subcontracting compliance, and any existing federal contract vehicles. Suggestions for improving the draft Statement of Work and evaluation factors for award are also requested.
