Feasibility study, preliminary engineering design, and land acquisition for open channel drainage improvements for the Clear Creek Corridor Renewal Project in Bloomington, Indiana. The City of Bloomington Utilities (CBU), through its Utilities Service Board (USB), is seeking one professional engineering consulting firm (also called the design firm) to provide engineering services for open channel drainage improvements for the Clear Creek Corridor Renewal Project. The design of this project will be locally funded. This project aims to convert the 100-year old limestone block open channel that confines Clear Creek south of W 1st Street into a more naturalized stream channel with water quality treatment amenities. See Exhibit A for a map of the project area. The project will consist of a: Study Phase Design Phase, and Construction Phase. Although the initial contract may only cover the Study Phase, this Request for Qualifications (RFQ) should reflect the design firm's ability to offer the required services for all three phases. The Study Phase should include the development of no fewer than three technically feasible alternatives that aim to reduce the regulatory floodplain for potential redevelopment within the corridor and will provide innovative stormwater treatment technologies. Design alternatives will integrate different nature-based solutions such as a two-stage ditch and bioretention, incorporate input from various city departments, and aim to create a stormwater amenity for this corridor. Deliverables for the Study Phase include a report summarizing the alternatives, construction cost estimates for each alternative, multiple renderings for each alternative, and an explanation of the firm's recommendation. The end of the Study Phase will include public outreach to solicit input on the proposed alternatives. The Design Phase will include the creation of a hydrology and hydraulics model to map the 1% Annual Exceedance Probability (AEP) floodplain for Clear Creek for the chosen alternative. Design parameters will include the analysis and evaluation of the existing stormwater system and provide appropriate nature-based solutions to achieve increased flood storage and stormwater quality treatment. The design consultant must be successfully practiced in the CLOMR/LOMR process (Conditional Letter of Map Revision and Letter of Map Revision). Question Submission Deadline:December 5, 2025, 3:00pm
