The contractor shall provide all labor, equipment, materials, transportation, supervision, administrative support, and incidentals necessary to perform full underground storage tank compliance and inspection services for the VA Loma Linda Healthcare System. Services include ensuring compliance with all applicable EPA, OSHA, CalEPA, California Health and Safety Code, SB-989, and local hazardous materials regulations; coordinating with designated VA underground storage tank operators; conducting required monthly visual inspections; reviewing alarm histories; inspecting spill containers, sumps, and monitoring equipment; verifying completion of required testing and maintenance; and notifying the owner/operator of any deficiencies requiring follow-up action. The scope also includes providing annual site-specific training for VA personnel with fuel system responsibilities; performing vapor recovery testing; completing annual monitoring system certifications; conducting triennial secondary containment testing; and performing triennial overfill prevention equipment inspections. All inspections, testing, certifications, documentation, reporting, notifications to regulatory agencies, and recordkeeping shall be completed in accordance with state-approved forms, permit requirements, and regulatory timelines. The contract includes a one-year base period with four option years and covers a total of five underground storage tanks across multiple VA sites within the healthcare system.
