A timeline for the award has not yet been established.** Work consists of installing two manholes, 740 feet of 18" RCP, and two outlet structure storm drain pipes. All proposals or bids shall be accompanied by cash, a check payable to the City of Loma Linda and certified by a responsible bank for an amount not less than ten percent (10%) of the bid, or by a bond from an accredited surety company. The successful bidder will be required to furnish a labor and materials bond and a faithful performance bond in the amount equal to 100% each of the contract prices. The successful bidder must possess a Class A, Engineering, or Class C-34, Pipeline, or an appropriate specialty Contractor's license at the time of award of this contract. No bid will be considered unless it is made on the proposal forms from the specifications furnished by the City and the bidder's name is on the Plan Holder's List. The City of Loma Linda reserves the right to reject all bids and re-advertise if it determines that acceptance of the lowest bid will not be in the best interests of the City of Loma Linda. Payments to the successful bidder's employees shall conform to the applicable prevailing wage rates as determined by the Department of Industrial Relations, State of California. Plans and specifications must be purchased from the City of Loma Linda Finance Department. Form of Proposal: The Proposal shall be made on the provided form, filled out, and properly executed. The proposal shall be signed as required, and submitted in a sealed envelope with the name of the bidder and the project name. Delivery, withdrawal, and opening of proposals are specified, with late proposals returned unopened. Proposals must not contain erasures or unauthorized alterations. Discrepancies in bid items or totals will be corrected as described, and each proposal must include a proposal guaranty of at least 10% of the total bid. The bidder must examine the site and documents, and submit a written request for clarification if discrepancies are found. The contractor must perform at least 50% of the work with their organization. The proposal must include required statements of experience and licenses. Only one proposal per bidder is allowed, and collusion will be grounds for rejection. Proposals may be withdrawn prior to the scheduled closing time by written request. The award will be based primarily on the lowest cost and bid compliance, with bidder competency also considered. The awardee must execute a contract and provide the necessary bonds and insurance within ten days of contract receipt.
