Site work and paving for a mixed-use development in Fremont, California. Completed plans call for paving for a road / highway; sidewalk / parking lot; for site work for a road / highway; and sidewalk / parking lot.

The Project is located at the intersection of Mission Boulevard and Sullivan Underpass/Nichols Ave. Mission Boulevard (SR238) is owned and operated by Caltrans. The City obtained a conditional encroachment permit from Caltrans in January 2025, and the Contractor is required to submit and obtain an approved Contractor Authorization Form (TR-0429) from Caltrans prior to start of work. Key project elements at the intersection include the installation of a new traffic signal, demolition of existing intersection curb returns, construction of new concrete curb returns, construction of new curb/gutter/sidewalk/curb ramps, existing pavement striping/marking removal, and installing new thermoplastic striping and markings. There may be other items of work not mentioned above that are shown on the plans and required by the State Standard Specification and/or the Special Provisions. Time for Final Completion. The City will issue two (2) Notices to Proceed for the project. The first Notice to Proceed will be for the ordering of electroliers, traffic signal poles, traffic signal equipment, and other long lead time items. The second Notice to Proceed will be issued to trigger the start of the civil improvement work. The total number of working days for the project will be ninety (90) working days from the commencement date given in the second Notice to Proceed. The second Notice to Proceed shall not be issued until thirty (30) working days before confirmed signal pole delivery date from the vendor. The Project must be fully completed within the ninety (90) working days from the start date set forth in the second Notice to Proceed. City may assess liquidated damages if Contractor fails to complete the Work within the Contract Time for each day of unexcused delay in achieving Final Completion, which may be deducted Contractor's payment under this Contract. License. This Project requires a valid California contractor's license for the following classification(s): Class A, or combination of Class C-8, C-10, C-12, C-31, and C-32. Contractors bidding as a joint venture must secure a joint venture license prior to award of the Contract for the Project. Bid Security. The Bid Proposal must be accompanied by bid security of ten percent of the maximum bid amount, in the form of a cashier's or certified check made payable to City, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Contract Documents. The bid security must guarantee that, within ten days after City issues the Notice of Potential Award, the successful bidder will execute the Contract and submit the payment and performance bonds, insurance certificates and endorsements, valid Certificates of Reported Compliance as required under the California Air Resources Board's In-Use Off-Road Diesel-Fueled Fleets Regulation (13 CCR 2449 et seq.) ("Off-Road Regulation"), if applicable, and any other submittals required by the Contract Documents and as specified in the Notice of Potential Award. Performance and Payment Bonds. The successful bidder will be required to provide performance and payment bonds, each for 100% of the Contract Price, as further specified in the Contract Documents. Subcontractor List. Each Subcontractor must be registered with the DIR to perform work on public projects. Each bidder must submit a completed Subcontractor List form with its Bid Proposal, including the name, location of the place of business, California contractor license number, DIR registration number, and percentage of the Work to be performed (based on the base bid price) for each Subcontractor that will perform Work or service or fabricate or install Work for the prime contractor in excess of one-half of 1% of the bid price, using the Subcontractor List form included with the Contract Documents. Bid date notes: We recommend that if bidders are responding via a delivery service such as US Mail, UPS, FedEx or any way other than personally delivering the bid response that it is done as soon as possible to allow for any delays in the delivery process. For vendors that wish to deliver in person, someone will be in the Purchasing Department to accept bids Monday to Friday from the hours of 8:00am to 5:00pm (please note we are closed for lunch from 12-1). Oral responses are not authorized and are not binding on the City. Bidders should submit any such written inquiries by 2:00 p.m. at least five (5) Working Days before the scheduled bid opening.
