The successful firm shall locate underground utilities at the request of City of Plant City in accordance and in compliance with Florida Statutes and Sunshine 811-Call policies and procedures as they relate to the location of underground utilities. Primary services shall include but not be limited to physically locating underground infrastructure, verifying the location, ticket management, database storage and management, and line location services for the City of Plant City water, wastewater, and reclaimed systems infrastructure. The firm shall provide sufficient qualified staff, office, and field equipment compatible with and capable of interfacing with the One Call Ticket Management System and Software, transportation, and supplies sufficient to fulfill its duties under this contract. Duties include receiving and recording locate requests during the office hours of the Owner, using current equipment and technology, ensuring field personnel are equipped with proper portable electronic equipment, maintaining appropriate records, and managing GPS locates and digital photo documentation. Additional services such as site surveillance and maintenance of marks may be requested. All proposals must include required forms signed by an authorized individual, and demonstrate compliance with all applicable laws and regulations, insurance requirements, and City policies. Prices must be all-inclusive. The proposal should be no longer than 15 pages, including an organizational chart, personnel list, supervisors, and operational locations; resumes are required but not part of the page limit. Selection will be based on evaluation criteria including personnel experience, company experience, location/accessibility, project understanding and approach, current and projected workload, and minority business certification.
