Contractors are invited to bid on utility improvements at Townsend State Park for the Department of Buildings & General Services on behalf of the Agency of Natural Resources – Department of Forests, Parks & Recreation at 2755 State Forest Road in Townsend, Vermont. The project consists of, but is not limited to: replacement of all existing galvanized or substandard PVC water lines with equal or larger diameter HDPE piping; rerouting and improving the water service line to the Upper Toilet Building; replacement of water service lines to the Residence/Contact Station/Bathroom building and lower camping loop; installation of new water services, curb stops, a concrete valve pit, and valve controls; upgrades to the Pumphouse, including additional booster pumps, controls, and associated well pump controls; and replacement of existing underground or overhead electric service with new underground service in conduit as specified, including upgrades of service panels and appurtenances. Where indicated, conduit for communication service will also be placed. Bids must be submitted electronically via email, with a single digitally searchable PDF attachment, and by the stated deadline. Full bonding is required. It is the bidder’s responsibility to thoroughly read and comply with all instructions and requirements. Contractors should reference the General Conditions for Construction Contracts and ensure that all questions and requests for clarification are directed to the single point of contact in writing. Bidders are cautioned to avoid direct or attempted contact with any other state personnel regarding this bid. Bidders should state the number of addenda received in their proposal and should not include unsolicited confidential information in submissions, as all materials are subject to public record disclosure except as specified. Contractors must comply with prohibition on Russian goods per Vermont Executive Order No. 02-22. The Department of Buildings and General Services may require contractor evaluations on construction projects over $100,000 or at its discretion. The State reserves the right to accept or reject any and all bids, in whole or in part, with or without cause.
