The City of Avalon is requesting statements of qualifications from qualified design-builders to provide progressive design-build services for the Cabrillo Mole Revitalization Phase II Project. The successful proposer will be expected to execute the progressive design-build contract. The project involves the replacement and expansion of the Cabrillo Mole Ferry Intermodal Terminal, which is functionally obsolete and handles more passengers than it was designed for. The terminal is the only public passenger ferry terminal in Avalon and supports the local economy and regional transportation network. The project is structured in two stages: (1) preconstruction design phase services, which include preliminary design, review and validation of existing design documents, potential redesign, constructability reviews, value engineering, cost estimating, project scheduling, permitting, and construction packages; and (2) final design services and construction services to complete the project. More detail on the scope of Stage 1 services is provided in the contract's attachments. After completion of Stage 1, the proposer will propose a Guaranteed Maximum Price for construction. If accepted, the parties enter an amendment for Stage 2, but the City does not guarantee proceeding with Stage 2. The City will assume ownership of work products from Stage 1 and may use them to complete Stage 2 if negotiations do not succeed. The successful design-build team must comply with all Federal Transit Administration requirements. All proposals and communications must be submitted in writing as instructed. Any contact with other city staff or officials may result in disqualification.
