The City of Puyallup is requesting Statements of Qualifications to provide consulting, design, and engineering services for the Deer Creek Streamflow Restoration and Culvert Replacement Project. Services must be performed or supervised by appropriately licensed or registered individuals as per state engineering and surveying laws, with consultants requiring a minimum of 5 years of design experience. Required expertise includes preparation of construction drawings, bid specifications, construction cost estimates, and development of restoration and culvert replacement plans using WSDOT Standard Specifications and knowledge of WA State Dept of Ecology grant requirements. The City of Puyallup was awarded a Streamflow Restoration Grant from the WA State Dept of Ecology (WRSRP-2024-PuyaPW-00283), for the Deer Creek Streamflow Restoration and Culvert Replacement Project. The purpose of this project and grant is to restore streams, enhance wetlands, and reconnect floodplains along Deer Creek at four sites, reversing habitat loss for critical wildlife and improving environmental resiliency post-flood. It includes hydraulic enhancements through replacement of fish barriers with fish-passable culverts, and stream realignments for increased capacity and flow diversity. 3 of the sites are crossings of 27th St SW, south of 12th Ave SW, with floodplain and wetland restoration/enhancement between. The fourth site is located at the intersection of 12th Ave SW and 25th St SW. Interested firms are to submit one electronic PDF copy of their Statement of Qualifications via email, titled as specified. Responses should be concise and limited to ten single-sided pages (including cover letter and resumes) with no font smaller than 10-point Times New Roman. A statement ensuring key personnel and subconsultants will not be replaced without City approval is required. The selected consultant is expected to enter into a standard City of Puyallup Professional Services Contract and will be paid monthly for time and materials furnished.
