Site work and new construction of a mixed-use development in Dayton, Ohio. Completed plans call for the construction of a one-story above grade parking garage; for site work for a parking garage; military facility; and military facility.

The scope of work includes the design and construction of a NASIC District Cooling Plant at Wright-Patterson Air Force Base, Ohio. The project involves providing a complete district cooling system to support NASIC facilities, including all necessary infrastructure, equipment, and integration to meet operational requirements. The contractor will be responsible for delivering a fully functional cooling plant in compliance with applicable codes, standards, and specifications. The work must be completed within 817 calendar days from the issuance of the Notice to Proceed. The estimated magnitude of construction is between $25,000,000 and $100,000,000, and the applicable NAICS code is 238220 for Plumbing, Heating, and Air-Conditioning Contractors. Location: Wright-Patterson Air Force Base, Ohio. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The intent ofthis solicitation is to select one contractor for the construction of approximately 17,135 SF one story new chilled water District Cooling Plant. Construction option of a new parking area to replace existing parking that will be lost due to the boundaries ofthe new building. This project will be located in Area A of at Wright Patterson Air Force Base (WPAFB), in Dayton, OH. The basis of award is the Best Value Trade-OffProcess. The Contracting Officer will award a firm fixed price contract to the responsible offeror whom the Source Selection Authority (SSA) determines conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, all factors considered. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. This project is for the design/bid/build construction of a one story new chilled water District Cooling Plant (DCP). The DCP will be an unoccupied one-story building. The exterior façade is to be pre-cast panels. The estimated target ceiling for contract award is $47,000,000 based on the funds made available for this project. The Government cannot guarantee that additional funds will be available for award. Offerors are under no obligation to approach this ceiling. The DCP will consist offour 675-ton chillers to provide for the existing 2000 tons ofload with N+l capacity. Space, but not equipment, will be provided for the 500-ton energy recovery chiller for the ISF and for one additional 675-ton chiller. Electrical switchgear, transformers, and cabling will be installed for the four base 675-ton chillers. Space for transformers, switchgear, and conduits will be installed for the future 500-ton ISF chiller and the additional future 675-ton chiller. The cooling towers will be stainless steel, open crossflow units with above ground basinsto match chiller capacity at N+l. Space will be provided for future chiller tower additions. Water softening treatment will be installed in the DCP and will feed the DCP and will back feed existing facilities. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. Facility-Related Control Systems will be designed IAW with Unified Facilities Criteria (UFC) 4-010-06 Cybersecurity ofFacilityRelated Control Systems Sep 2016, and DFARS 252.204-7012 Safeguarding Covered Defense Information and Cyber Incident Reporting The work includes a new District Cooling Plant (DCP) chilled water system to provide continuous, resilient, uninterrupted chilled water to the existing nearby facility and incidental related work. The prime contractor is also responsible for all civil, structural, electrical, mechanical, and other incidental work necessary to support the installation of the new DCP and demolition of the existing chilled water system in according with the AE provided construction drawings. The prime contractor shall coordinate with other contractors interfacing with the project. Each portion of the work being performed shall be in accordance with the scope demarcations shown in the AE provided construction drawings. Note: Escorts will be required on this project. See Section 01 35 53 SPECIAL SECURITY, Paragraphs 1.6, 1.8, and 1.9 for more information. Note: Hydronic piping tie-in shall be executed on the following days: Friday, Saturday and Sunday. Tie-in outage activities to be coordinated with user and the COR. Contractor must provide temporary cooling to existing facility as directed by user for duration of tie-in activities.
