The project consists of the milling and resurfacing of the 39th Street tennis courts, concrete sidewalk, fencing, gates, tennis posts, nets, court striping, and other associated work. All work on this contract must be completed within ninety calendar days from the issuance of a Notice to Proceed. Proposals must be made on the standard proposal forms included with the contract documents in the manner designated. Bidders are required to submit their proposals in sealed envelopes bearing the name and address of the bidder and the name of the project. Each proposal must be accompanied by a statement of consent of surety from a company authorized to do business in the State of New Jersey and acceptable to the Owner, as well as either a bid bond or a certified check drawn to the order of Borough of Avalon for not less than ten percent of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder must provide a performance bond and labor and material (payment) bond for the full amount of the project. Proposals will only be accepted from properly qualified bidders according to the contract documents. The right is reserved to reject any or all bids or to waive any informalities, except for mandatory and non-waivable items set forth in N.J.S.A. 40A:11-23.2.
