Site work and paving for a transportation facility in Winter Haven, Florida. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

The intent of this project is to construct a Rail line spur connecting properties to the west of the existing CSX rail line traversing Intermodal Logistics Park. The project is to be constructed on land owned by Evansville Western Railway which is intended to be under permanent easement to the City specifically for the development of this rail line. The proposed Rail line spur will connect into the CSX operated rail line and therefore will be built to CSX specifications further detailed in the attached bid documents. As this work connects to and is in the vicinity of an active rail line contractors bidding on the project should hold all necessary insurance, certifications, etc. to legally perform this work. Any contract awarded under this Invitation to Bid is expected to be funded in part by a Florida Commerce grant. The main requirement of this grant is "Completion of the installation of the rail spur" which is required to be completed in full by June 30, 2026. The City aims to have final completion of the main line by June 19, 2026 to allow final close out activities for the grant. Questions received after this time may not be answered The City of Winter Haven reserves the right to reject any and all bids, to waive informalities, to re-advertise, and to enter into a contract determined to be in its best interest, in accordance with the Terms and Conditions referenced herein above. The Bidder includes with the Proposal and Bid Form a certified check, a cashier's check, U.S. government bond (at par value), or a bid bond payable to the City of Winter Haven in an amount not less than five percent (5%) of the base bid (if bid amount is $100,000 or more) The contractor agrees to pay liquidated damages of $1,500/calendar day for every day past the June 19, 2026 completion time that the project remains uncompleted. No additional time will be allotted for work stoppages not caused by a natural disaster or approved by the City of Winter Haven. In cases where the bid price does exceed $100,000.00 or for utility contracts covered by Florida Statutes Section 180.24, the successful bidder will be required to furnish a performance bond in an amount at least equal to one hundred percent (100%) of the contract price as security for the faithful performance of the contract. The successful bidder will also be required to furnish a payment bond in an amount equal to one hundred percent (100%) of the contract price as security for the payment of all persons performing labor on the project under the contract and furnishing materials in connection with the contract.
