Site work and new construction of a municipal facility in Winter Haven, Florida. Completed plans call for the construction of a municipal facility.

"Re-bid: Design Build Services for the Utility Administration Facility, Water Education Center and Operations Facility" The total cost for preconstruction and construction services is currently estimated at $24 million dollars. The proposed project shall be substantially consistent with the Site Civil Plan (Concept Plan) (Exhibit 1) provided in the RFQ. Exhibit 1 depicts the development and construction of four (4) building structures: a one-story Administration Building (+-36,750 sqft) with a covered porte-cochere entrance, a warehouse building (+-24,700 sqft) with two (2) overhead canopy areas, and two (2) truck shelters (5,000 sqft each). The remainder of the site will consist of parking lots, stormwater management areas and open spaces. The site shall have two (2) full access points with Buckeye Loop Road, a County road. Buckeye Loop Road has a posted speed limit of 45 mph. At each access point both a right and left turn lane shall be designed and constructed within the Buckeye Loop Road right of way. The turn lanes will need to be designed and constructed, meeting Polk County, Southwest Florida Water Management District (SWFWMD) and Florida Department of Transportation (FDOT) standards. The Administration Building and adjacent parking area will be open to the public, while the remainder of the buildings and site will be gated and fenced, for employees only. The electric gate and fence shall be placed in a protective island and consist of 6 feet high chain-link fencing with an opaque cover. There will be two (2) roll gates and three (3) pedestrian gates provided for access. The electronic gates as well as onsite cameras that are to include coverage of the parking lot areas are to be coordinated directly with the City IT team and approved by the City. There will be a sidewalk that wraps the front of the Administration Building and goes around both sides of it. The sidewalk on the south side of the building will continue around to the back of the building and tie into the rear exit of the Administration building. Additionally, from this same exit there will be a widened sidewalk from the rear of the Administration building that will stub to the upland side of the existing ditch and be a future connection to the future Sapphire Necklace Trail by others, this will need to be coordinated and approved by the City and with the adjacent site development plans.
