**As of January 7, 2026, this project has not yet been awarded. A timeline for award has not yet been established. The Douglasville - Douglas County Water and Sewer Authority (the "Authority") is soliciting competitive sealed bids from qualified contractors for the performance of the Ashworth Sewer Line Replacement (the "Project"), as more fully described in the Invitation for Bids. The scope of work includes the provision by the bidder or contractor of all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work. The Project will be "turnkey" and require minimal involvement of Authority personnel. Question Deadline 12/10/2025 questions shall be submitted by email to the Senior Procurement Specialist, Joseph Morency, at jmorency@ddcwsa.com, by the close of business at least seven (7) days before the advertised date for receipt of bids. The work to be performed shall include: the replacement of approximately 780 linear feet of existing 8-inch DIP sewer line with 8-inch PVC/HDPE by open cut/pipe bursting on Bomar Road/ Chapel Hills Golf Course, replacement of approximately 2,630 linear feet of existing 8-inch DIP sewer line with 12-inch PVC/HDPE by open cut/pipe bursting on Chapel Hills Golf Course, removal/replacement of nine (9) taps and service laterals on the sewer line, restoration of five (5) manholes to their original thickness, corrosion protection provision for the manholes through application of a corrosion-resistant epoxy liner, and provision of project as-built drawings. Special Conditions and Appendices contain more detailed information on the Project scope. All work will be performed within Authority easements and/or inside public right-of-way. All anticipated rights-of-way and easements required for the Project have been obtained. All anticipated federal, state, and local permits required for the Project have been obtained. All prospective bidders must hold a current Georgia Utility Contractors License and be on, or promptly qualify for inclusion on, the Authority's Approved Contractor List, without restriction or probationary status. All bids must be accompanied by adequate bid security (certified check, bid bond, or irrevocable letter of credit) drawn in favor of the Authority and in the amount of five percent (5%) of the total bid price, which shall be subject to forfeiture as liquidated damages in the event that the bid be accepted and the bidder fail to promptly enter into the proposed contract for performance of the Project with the Authority. Award may be made to the lowest responsible and responsive bidder; however, the Authority reserves the right to reject all bids or any bid that is nonresponsive or submitted by a nonresponsible bidder. The Authority further reserves the right to waive technicalities and informalities in the Invitation for Bids and bids submitted.
