As of June 5, 2026, an RFP has been issued to the four development teams selected via the RFQ project. A developer selection is expected by the end of 2026 with construction expected to start in 2028. *Previous solicitation listed below for reference:* The Greater Richmond Transit Company (GRTC), in partnership with the City of Richmond’s Economic Development Authority (EDA), seeks to partner with an experienced development team for the development of the GRTC Downtown Transfer Hub and Mixed-Use Development. The project involves the design and delivery of a modern transit center and mixed-use development. The scope includes a new GRTC Downtown Transfer Hub facility with a 10-bay bus terminal, rider and operator support spaces, and a privately-led mixed-use overbuild featuring ground-level retail, a public parking podium, and residential and/or commercial uses above. The project site covers most of an approximately 3-acre parcel in Downtown Richmond at the location of the former City Department of Public Safety building. Question Deadline 12/08/2025 at 3:00 PM ET
