Sealed bids are requested electronically for the Edge of Field Projects - Batch 4 for the City of Cedar Rapids Utilities Department. Bids must be submitted through the City's Online E-Procurement portal system (IonWave). Email, fax, or hard copy submissions are not acceptable. Suppliers are responsible for properly submitting their responses. The City does not bear responsibility for delays or errors in submission. Bids may be withdrawn any time prior to the scheduled closing time; however, no bid may be modified or withdrawn for a period of sixty (60) calendar days after the closing time. Bid results will be sent to those who submitted bids after an award is made and will not be provided over the phone or prior to award. Scope of Work The City of Cedar Rapids and the Iowa Department of Agriculture & Land Stewardship (IDALS) launched a partnership with six Soil & Water Conservation Districts to improve water quality in the Cedar River Watershed. The goal of the project is for the partners to work with local landowners to implement 'Edge-of-Field Practices' (saturated buffers and bioreactors) to reduce nitrate runoff from farm fields. IDALS has set aside funding to install saturated buffers and bioreactors at no cost to the landowners in the project area. Landowners will also receive a temporary construction easement payment of $1,000 per qualified tile outlet. Contractor shall reference the attachment section for plans, specifications, location maps.
