A timeline for the award has not yet been established.** The County of Sacramento (County) is soliciting Requests for Proposal (RFP) for the Sacramento County Rio Cosumnes Correctional Center (RCCC) Campus Electrification Plan (Project) to conduct pre-design documents. The primary goal of the project is to create a plan for how RCCC can replace its aging HVAC infrastructure by transitioning these systems away from natural gas fuels sources and into electrification alternatives. The design shall comply with Chapter 11 of the 2022 California Mechanical Code, that limits I-3 occupancies from receiving air conditioning from high-probability direct expansion systems. Existing mechanical infrastructure at the RCCC campus is aging and some existing rooftop HVAC units that serve inmates and sheriff staff are beyond their useful life. Since 2016, the California Mechanical Code no longer allows high-probability, direct expansion refrigeration systems to replace existing direct expansion HVAC units (also known as packaged units) in kind at I-3 occupancies. The common approach to addressing this is to create centralized hydronic chilled water plant(s) to deliver cooling capacity to newly provided custom chilled water air handlers in place of their direct expansion existing counterparts. Concurrently, as of November 2024, Sacramento County now has an approved Climate Action Plan (CAP) which requires approximately 85% carbon reduction from 2021 emissions levels by 2045. One way to help achieve this goal is to replace natural gas sourced HVAC units with air source heat pump alternatives. In pairing the CAP needs with the 2016 refrigerant requirements, this prompts a campus approach to delivering chilled and heating hot water from air source chiller/heater units to replace the existing HVAC units at RCCC. Additionally, the Department of General Services (DGS), Architectural Services Division (ASD) is developing a project to connect the RCCC campus to a recent SMUD 69kV substation north of the campus. Connecting to this substation will assist with demand from future HVAC and electrification projects. The connection design to the substation shall not be included in the Project, but utility lines to the location shown for cost considerations. Question Submission Deadline: December 16, 2025, 2:00pm. Questions concerning this RFP must be submitted in the project Q&A section in online. Questions received via phone or e-mail to direct points of contact for this RFP will not be considered nor responded to. The County shall respond to questions properly submitted as described above via addenda. This Request for Proposals ("RFP") is an invitation for proposers to submit a proposal to the County. This RFP does not commit the County to award a contract to any proposer. Submission of a proposal shall neither obligate nor entitle a proposer to enter into a contract with the County. When submitting a proposal, proposers must follow the format and contents detailed in section 5. Failure to do so will likely prolong the evaluation process and could result in a proposal not being considered. The County reserves the right to modify this RFP at any time prior to the proposal due date. The County will modify the RFP only by written addenda. Proposal should be based on this RFP document and any formal written addenda. Proposers should not rely on oral statements. Addenda will be posted in online Procurement. It is the responsibility of each prospective proposer to assure receipt of all addenda. The County reserves the right to withdraw, cancel, suspend, and/or modify this RFP for any reason and at any time with no liability to any prospective proposer for any costs or expenses incurred in connection with the RFP or otherwise.
