Bids must be submitted in accordance with provided specifications, either electronically via the designated platform or hand-delivered in a sealed envelope, clearly marked with relevant solicitation and bidder information. The BJPR Project provides a means to reduce pollutant loads with minimal disturbance to natural habitat, by construction of a creek diversion system with a shallow open-water wetland treatment area. The project involves construction of diversion structures in Fichter's Creek and West Cypress Creek to convey water via new channels and culverts to existing agricultural fields which will be converted to new wetland treatment areas (80 acre-feet of volume with an average 2-foot water depth). The filtered surface water will then be returned to each creek respectively via new water control structures, with the primary focus on reducing Total Nitrogen (TN) loading into the Caloosahatchee River. Both project components utilize structural and non-structural Best Management Practices (BMPs) to modify a portion of the existing farm ditch and berm infrastructure. The site ultimately discharges into the Caloosahatchee River. To date, Lee County has completed a preliminary design for this project and is currently undergoing state and federal permitting and final design of the project. Current expenditures total $318,450.00, and additional funds are needed for construction of the project. The overall project is expected to do the following: Provide 80 acre-feet of storage in the Fichter's Creek water storage area o Create approximately 25 acres of shallow wetland areas o Improve the hydrology of adjacent native wetlands o Total Nitrogen reduction of 1,107 Ibs/year o Total Phosphorus reduction of 241 Ibs/year o Nutrient reductions assist meeting the Caloosahatchee River and Estuary BMAP TMDL targets o Provide flood control within the Alva area o Provide recreational and wildlife enhancement opportunities as an ancillary benefit. Any recreational/park infrastructure will be provided by Lee County Parks and Recreation. The Filter Marsh was purchased with Lee County Conservation 20/20 funds and is partially open to the public for recreational use. Currently allowed activities include bird watching and hiking in limited open areas. Question Deadline 12/14/2025 at 5:00 PM ET Questions regarding this solicitation are to be submitted electronically, submitted in writing prior to least eight (8) calendar days prior to the date when the submission is due.
