Questions regarding this solicitation must be submitted to the portal prior to 10:00 am on Thursday, November 27, 2025 1. Purpose The purpose of this RFQ is to solicit qualifications from experienced vendors or contractors interested in providing soliciting Statements of Qualifications from experienced professionals and consulting firms to provide as needed landscape architectural plan review and site inspection services. These services will support a range of projects, including private developments, redevelopment initiatives, and improvements on City-owned properties. 2. Scope PURPOSE OF WORK The consultant shall only perform work that is assigned in an authorized Task Order or similar directive. The City does not guarantee that a certain numbers of Task Orders shall be issued. The selected consultant may provide services to the City including, but not limited to, the following: A. Plan Review Services o Review Landscape Plans for private development for compliance with the City of Carmel Unified Development Ordinance, Carmel Comprehensive Plan, and other appliable regulations o Review, redline and/or approve Landscape Details and Specifications. Landscape Planting Details, Irrigation Details and Landscape Specifications o Review, redline and/or approve Tree Preservation Plans o Attend public meetings upon request by the City o Assist with preparation of staff reports to Carmel Plan Commission, Carmel Redevelopment Commission and Board of Zoning Appeals on an as needed basis. o Review Planned Unit Development language, as it relates to Landscape, tree preservation and related requirements. 1. Workflow methodology for landscape plan reviews: Upon receipt of email invitation to review submittal documents in ProjectDox, within ten (10) business days the Consultant shall: o Review for completeness of landscape plan, Open Space Plan, Woodland Evaluation, and/or tree preservation submittal. o Document any submittal deficiencies and advise the City as necessary. o Identify any additional plans needed or supplemental materials required for a thorough landscape plan review, such as related off-site improvement plans, open space plans, utility conflicts, potential maintenance issues, related studies or memoranda. o Review project with respect to the relationship between the on- and off-site improvements to achieve an understanding of the overall project concept. o Review previous plans, exhibits or conditions of approval. Review plan submittal documents for conformance with these conditions. o Compare construction documents against approved landscape conceptual plans and exhibits for tree and shrub layout, plant material density, and overall landscape improvement. o Compare construction documents including infrastructure and utility plans against approved landscape conceptual plans, exhibits and existing approved conditions to verify accuracy and consistency between documents. o Notify City of any identified or potential discrepancies. o Conduct detailed review of the plans in ProjectDox plan review software, referencing ordinance requirements and utilizing professional landscape judgment, experience, and related industry best practices and standards. o Provide written comments and plan redlines for each plan review cycle in ProjectDox. o On an as-requested basis, meet with plan originators to discuss and/or clarify plan review comments. B. The foregoing process applies to review through all ProjectDox plan review cycles. Subsequent plan review cycles generally proceed via the following: o Upon receipt of resubmitted plans and supporting documents in ProjectDox, verify completeness of the submittals, including conformance with requests for supporting or supplemental documentation. o Review any additional materials, reports, studies, etc. requested as part of the preceding plan review(s) for accuracy and completeness. o Verify and resolve revisions to plans with previous plan review comments in ProjectDox. o Respond to any questions, areas of focus or special requests made by the City. o Presuming all previous review comments and requests for additional information have been satisfactorily addressed, and no significant changes to the project are anticipated, resolve remaining review comments in ProjectDox. B. Landscape Inspection and Field Compliance Services o Conduct landscape inspections of commercial, mixed-use and residential projects to ensure conformance to the approved landscape plans. o Conduct pre-construction and post-construction tree preservation inspections to verify tree/root protection details align with approved plan. o Conduct landscaping maintenance audits as requested on a case-by-case basis to determine/verify site conditions. A. Workflow methodology for landscape and tree preservation inspections: All landscape plan and tree preservation plan inspections will be scheduled with the building department and documented in the City's project/process management software, Cityworks. Upon receipt of scheduled inspection notice, consultant must complete and record inspection within three (3) business days. o verifying the correct plantings - species and size - are installed in the proper location and at the correct time of the year, confirming other landscape and site improvements are as approved and recommending changes when appropriate. o confirm onsite implementation practices for tree protection are correct and all approved improvements for construction are consistent with approved plans of the development. B. Workflow methodology for conducting landscaping maintenance audits: All such audits will be by City request only and, on a case-by-case basis. Upon receipt of an audit request consultant must respond within 48 hours and complete/submit audit report not more than 48 hours later. o The construction/design projects may vary in scope and size and may encompass any type of physical and capital improvements o determine/verify site conditions including condition of trees and shrubs, tree and shrub count; tree stakes/ tree ties, tree tubes; tree trimming; tree and shrub health, presence of pests, fungus, disease; shrubs trimmed to natural stance, groundcover trimmed, vines trimmed no excess leaves, no excess debris, no excess trimmings; bark mulch condition; note condition and function of landscape lighting, streetlight lighting; general condition and function of irrigation system including valve boxes clean/ intact, valve box lids intact; irrigation heads working, irrigation damage; overspray, ponding; record the presence of weeds, graffiti, trash/litter, dumping and illegal signage (bandit signs). o The consultant shall maintain inspection files for each project that shall be provided to the City upon request. o The consultant shall have the ability to respond in a timely and cost-efficient manner to City requests.
