Question Deadline 12/15/2025 at 2:00 PM ET Any and all communication regarding this Solicitation shall be on the Kent County Purchasing Division Inquiry Blog via the Bid Opportunities page or during pre-proposal meetings. The Kent County Purchasing Division is soliciting bids for the Kent County Community Action MultiFamily Weatherization Assistance Program to provide energy efficiency upgrades that include, but are not limited to; air sealing, attic insulation, spray foam insulation and ASHRAE compliant ventilation components for 52 apartment units located at Camelot Woods 1 - 2399 Charring Cross Drive, SE, Grand Rapids, MI 49546. Project award to be split between mechanical contractor(s) and insulation contractor(s). Once project construction activities have commenced, work will be continuous until the point of completion. Project must be completed no later than March 15, 2026. Bidders are encouraged to establish delivery schedules and divide total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by small businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms in compliance with 2CFR 200.321. Kent County encourages bidders to use small business associations, minority business development groups, and local organizations when soliciting potential subcontractors for this project. Each offer over $500,000 must be accompanied by a Bid Bond executed by the Respondent and payable to County of Kent for 5% of the total amount of the offer. Attorneys-in-fact who sign Bid Bonds, Payment Bonds or Performance Bonds must file a certified dated copy of their Power of Attorney. A certified check, bank draft, cashier's check, or negotiable U.S. Government bond (at par value) may be submitted In lieu of a Bid Bond. Personal checks are NOT acceptable. Each contract over $50,000 must be accompanied by a Performance Bond and a Payment Bond, each payable to the Owner (County of Kent) and each in the amount of 100% of the contract price with a corporate surety approved by the funding agency, for the faithful performance of the contract.
