This firm fixed-price purchase order is for abatement and demolition services at the Buffalo VA Medical Center, Building 1, Room 625B. The work must be completed within 21 days of award and includes demolition of approximately 330 square feet of plaster ceiling with wire mesh, abatement of friable asbestos-containing material (ACM) above the plaster soffit and ceiling, removal of about 50 linear feet of ACM duplex pipe insulation and mudded joint fittings, abatement of approximately 330 square feet of black floor mastic with remaining ACM tile fragments, and abatement of ACM inside two radiators located behind metal baffles. All activities shall be performed under abatement conditions in compliance with federal and state regulations, including PG 18-1 Master Construction Specifications and 10 NYCRR Part 73. Mechanical abatement is required; chemical abatement is prohibited. Exposed ACM in recesses shall be encapsulated to prevent exposure during reconstruction. Air monitoring will be provided by the VA. The contractor shall supply all labor, materials, equipment, and supervision necessary for demolition, abatement, encapsulation, and disposal. Personnel must hold an active New York State Department of Labor Asbestos Handling License, and technicians must have valid asbestos certificates with endorsements for handler or supervisor. The contractor is responsible for providing and maintaining required PPE and access equipment. Work will occur during normal duty hours (Monday-Friday, 7:30 a.m.-3:30 p.m.), with any schedule changes requiring written approval at least seven days in advance. Federal holidays are excluded from work schedules. Access to restricted areas must be coordinated with the Contracting Officer Representative (COR) at least one week prior. All contractor employees must comply with VA security, identification, parking, smoking, and key control regulations. Keys/key cards issued by the government must not be duplicated and must be returned when no longer needed. Lost or duplicate keys must be reported immediately to the Contracting Officer.
