South Town of Sewall's Point Septic to Sewer Sealed bids are invited for the provision of low-pressure force main (LPFM) improvements within public rights-of-way and easements along named streets in the Town. The project includes the installation of new LPFM mains, new service connections, and associated fittings and appurtenances for a total of 134 residential connections. The work is to precede upcoming stormwater and roadway improvements, and the relevant systems, including roadways, stormwater, and water, must remain operational throughout construction. Uninterrupted access to adjacent properties and mail service must be maintained. Most LPFM mains are to be directionally drilled to minimize roadway and landscape restoration. All work must comply with Martin County Utilities specifications and Town regulations. The contract will be awarded to the lowest first and second responsive and responsible bidders, considering bid amount, financial responsibility, material quality, personnel and equipment resources, skill and experience, timely performance, previous performance, and other abilities to perform the contract efficiently and effectively. The Town retains discretion to add or delete work, use multiple contractors, or divide the award as it sees fit to best serve residents. Bids must include a bid bond/security of ten percent of the bid, with the successful bidder required to provide a 100% construction payment and performance bond as specified by Florida Statutes. Bids may not be withdrawn for 120 days after submission. Only bona fide bidders may obtain the complete bid documents and specifications from the designated engineering firm. The Town of Sewall's Point (Grantee) will construct the South Town of Sewall's Point Septic to Sewer project (Project) which will provide access to sewer hookup for the remainder of the Town's residences currently utilizing septic tanks by providing utility connections for the central wastewater system that will be owned and operated by Martin County Utilities (MCU). This Project will include the Design and Permitting and Construction activities required for completion of public sanitary sewer facilities and these hook-ups on the private residential properties by MCU The scope and unit prices may be used for subsequent phases in future areas of water and sewer improvements. The Proposed projects must be substantially completed prior to June 1, 2026 and final completion by June 15, 2026. Description: The Grantee will construct the main lines in the roadway and easement areas for 706 LowPressure Systems (LPS) including low pressure force mains, gravity mains and associated appurtenances constructed within road right-of-ways or utility easements connecting to an existing force main located north of the existing Harbor Bay Plaza lift station. The LPS will be constructed so as to provide residences with the capability to install grinder pumps feeding into the LPS to bypass and abandon existing onsite wastewater treatment systems consisting of septic tanks and drain fields in accordance with the construction contract documents. Project costs associated with the Construction task include work approved through construction bids and/or construction-phase engineering and monitoring services contracts. Eligible activities may include mobilization, demobilization, construction observation or inspection services, physical and environmental surveys, and mitigation projects. Construction shall be conducted in accordance with all local, state, and federal permits. Project Management activities may include field engineering services, site meetings with construction contractor(s) and design professionals, and overall project coordination and supervision.
