Ohoopee Regional Library System Request for Qualifications and Request for Proposals to Provide Construction Manager at Risk for the City of Lyons and the Vidalia Toombs County Board of Directors. The Vidalia Toombs County Library Board of Trustees requests proposals for pre-construction and construction services as a Construction Manager at Risk for the project referred to as the addition/renovation of the City of Lyons Nelle Brown Memorial Library 166 W Liberty Ave Lyons, Ga 30436 The project includes renovation of the existing 4,025 square feet heated, 575 outdoor patio and adding approximately an additional 1,720 square feet to expand the Children's area and the meeting room. Interior design considerations have been addressed with a Master Plan. In the winter of 2024, the Vidalia Toombs County Library contracted with DPR Architecture to create a preliminary design. The meeting room is small and not able to accommodate programs The existing restrooms are small and not current to ADA standards There is no dedicated children's programming space There is no dedicated teen space There are no study rooms or comfortable seating areas HVAC needs to be updated to be more sustainable Electrical infrastructure is not adequate to support the current technology Storage is inadequate The total project cost including design fees, permits, testing, FFE, and all other costs of the project is estimated to be $3,000,000. The final costs may be revised by the Owner due to final programmatic requirements, funding availability, and other circumstances. The Construction Manager at Risk (CMR) will be expected to work collaboratively with the Design Professional to develop component bid packages during the course of construction. The prospective CMR will provide preconstruction services which may include, without limitation, technical review, cost verification, cost evaluation, value engineering, schedule development, and schedule evaluation, in addition to management of the construction. In addition, CMR will be responsible for methods of construction, safety, and the scheduling and coordination of the work of all construction and miscellaneous contracts required for completion of the project within its predetermined budget and schedule. The successful CMR will be required to work collaboratively with the Owner's consultants. The design professional firm will provide design and construction documents for the project. Construction documents anticipated for completion in February 2026. The start of construction is anticipated to begin as soon as March 2026.
