Question Deadline 12/09/2025 Every request for such interpretation should be asked through the Question and Answer feature for the project at online, must be received at least ten (10) business days prior to the date fixed for the opening of bids FILE NO.: SCE-R14179.011 NJEIFP No.: S340265-03 The work will include but is not limited to the replacement and exit testing of 2,357 interior water meters of sizes ranging from 3/4 inch to one inch. The Contractor shall procure a portion of the water meters, radios and touch pads to be replaced, the balance of which, shall be provided by the Town of Boonton, as defined in the Contract Documents. The Contractor will abide by conditions and requirements for the scope of work and all coordination with property owners before and after installation activities. Complementary work to furnish and install accessory materials as may be necessary, are identified as if and where directed bid items. The project is located throughout the entirety of the Town of Boonton. The contractor is responsible for providing all labor, supervision, trade skills, materials, and equipment required for this project as described in the Construction Documents. The Contract will allow 360 calendar days for completion of the work from the notice to proceed. The project sponsor has identified that the SED utilization goal for this project is: 10% Bidders must download the bidding documents and become a registered plan holder. Only registered bidders will be allowed to submit a bid. One hard copy of the bids must be made on the forms provided and made part of the contract documents. A certified check or cashier's check made payable to the order of the Town of Boonton, or a duly executed bid bond, in the amount of ten percent (10%) of each bid, but in no case in excess of $20,000.00, must be deposited by the bidder together with a surety consent evidencing that they can obtain the required performance bond. All applicable surety bonds must be written by a surety company listed on the Federal Treasury List. The successful bidder will be required to deliver to the owner an executed performance bond and payment bond of a responsible indemnity company authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of the New Jersey State Statutes and all other applicable regulations. Bid packages must be complete, with the bid description and the name and address of the bidder marked clearly on the outside of the envelope. Bids must be placed in sealed envelopes and received by mail or hand delivered in person to the City Clerk's Office by the specified deadline. The envelope must also identify the bid as Town of Boonton Meter Replacement Program. This project is subject to both Davis Bacon Wage Rate requirements and New Jersey Prevailing Wage Rate requirements; the contractor shall utilize the higher of the two rates in each and every category of work on the project. Small, minority, and women's business enterprises are encouraged to submit bids. Bids for proposals in excess of $100,000 must be accompanied by a written affirmative action plan. The contractor must comply with all requirements for the participation of socially and economically disadvantaged small business enterprises (SEDs), with a goal of ten percent (10%) of the work value under the contract. The contractor must submit SED participation monthly progress reports and building phase quarterly reports, as required by applicable regulations. If the successful bidder's proposal does not meet the SED utilization requirements, the successful bidder must advertise and continue the search for SED participants for a minimum of 30 days after the contract is awarded.
