The Contractor shall support Aberdeen Proving Ground's Unidirectional Hydrant Flushing and Repair Program and provide potable and sanitary utility infrastructure maintenance and repair services across APG-South (Edgewood) and the Adelphi Laboratory Center. The work includes performing all tasks necessary to execute unidirectional flushing of potable water utilities and developing all required documentation and data deliverables. The Contractor shall identify and document all flushing sequence locations throughout the Aberdeen, Edgewood, and Adelphi potable and sanitary systems; record each flushing sequence to clearly define its position, configuration, and operational process; inspect all required fire hydrants for appearance, accessibility, leakage, and operational functionality in accordance with AWWA M-17, NFPA 291, and ISO requirements; and inspect and operate all required main line valves in accordance with AWWA M-44 to verify proper functionality and full closure. The Contractor shall compile all hydrant inspection data, valve inspection data, and flushing sequence information into a complete and structured Excel spreadsheet suitable for integration into APG's existing GIS/database platform. The scope also includes repair and replacement of fire hydrants and potable and sanitary system water lines as needed, as well as monitoring water meters and performing maintenance and calibration of Neptune water meters.
