The purpose of this solicitation is to select up to two (2) qualified Vendors of Victaulic products to provide pipelines, fittings, bracing, and related components for the Terminal 91 Domestic Waterline Stainless Steel Pipe and Fittings project on an as-needed basis. The Port intends to award up to two (2) contracts to qualified Vendors who can reliably meet the Port's material requirements and ensure a consistent supply throughout the duration of the project. Contract(s) will be awarded to the bidder(s) offering the best overall value--defined as the lowest total price for the initial purchase combined with the highest average discount rate for future purchases--while also meeting all technical, responsiveness, and responsibility requirements set forth in this solicitation. This document is an Invitation to Bid (ITB) for Terminal 91 Domestic Waterline Stainless Steel Pipe and Fittings. The purpose and intent of this solicitation is to award contracts to up to two (2) qualified Vendors of Victaulic products who can provide the Port with the lowest-priced, technically acceptable items. To account for possible price fluctuations during the project, the Port intends to pre-qualify up to two (2) Vendors. For each order, the Port will request quotes from both qualified Vendors, and the Purchase Order will be awarded to the Vendor offering the lowest price. 1.2. The Port intends to make the initial purchase using fixed unit pricing and to apply a fixed discount rate for subsequent orders. Bid evaluations will consider a combination of factors, including the lowest total price for the initial purchase, the highest average discount rate for future purchases, and an assessment of technical acceptability, responsiveness, and responsibility to determine the contract awardee(s). 1.3. The full list of the product specifications and requirements is specified in Section III of this ITB.
