Escambia County Marine Resources Division seeks price quotes from properly licensed and insured marine contractors to purchase, deliver, and install an ADA-accessible floating paddle craft launch at the existing Perdido Bay Boat launch (10808 Lillian Hwy, Pensacola, Florida 32506). This project will retrofit an existing public boat ramp by adding the floating paddle craft launch. All materials used for the ramps and gangway must be built with 6005-T5 marine grade aluminum and withstand a 50 pounds per square foot live load rating. The dock must include corrosion protection with a user serviceable sacrificial anode. The design must follow the latest version of the Americans with Disabilities Act (ADA) and meet all requirements of US Army Corps of Engineers and Florida Department of Environmental Protection permits. Question Deadline 12/19/2025 at 12:00 PM CT All inquiries concerning the solicitation, including, but not limited to, the scope of work, specifications, additional requirements, attachments, general or supplemental terms and conditions, must be submitted to the Office of Purchasing via email through the e-procurement portal hosted by OpenGov, Attention: Alex Warner Purchasing Coordinator arwarner@myescambia.com. Contractor will provide plans for the fabrication of the paddle craft launch and gangway, connection to the existing dock and installation, including pilings of the paddle craft launch. Plans shall be signed and sealed by a Florida licensed Professional Engineer. The paddle craft launch platform, and gangway shall have the ability to rise and fall with changing water levels, and the pilings shall be a minimum of four feet above the decking at MHWL and capped with polyethylene cone-shaped pile caps with a wall thickness of not less than 1/8th inch. Piling caps shall be secured to the pilings with marine grade epoxy. Design of the attachment points must be user serviceable such that the paddle craft launch can be disconnected in preparation for potential incoming tropical weather events. Contractor will use only new wooden CCA-treated marine grade pilings and/or fiberglass pilings, based on design plans. Contractor may provide optional plans and prices for concrete pilings (including installation). Contractor will provide detailed engineering drawings that describe the specifications of floating paddle craft launch, method of attachment to the existing dock structure, hinge mechanisms to allow for water level changes, as well as attachment of launch platform to pilings. (See attached documents for As-built plans of existing dock and proposed paddle craft launch layout Contractor will ensure that ADA compliance is maintained with regard to materials used (including traction specifications for walking areas), gangway slope, width, and railing heights as required, etc. Contractor will provide all equipment to transport, assemble and install ADA-accessible paddle craft launch, at the designated location, and orientation in accordance with the COE and DEP permits, and to the satisfaction of Escambia County. Please include the removal of four of the composite deck boards (5 3/8-inch-wide x 1-inch-thick x 8ft 6 1/4 inch length), cutting and removal of the uppermost portion (approximately two feet) of two 10-inch diameter pilings, and replacement with four new similar composite deck boards. The two pilings will be cut to an elevation so that the replacement deck boards will be level with the adjacent deck boards. The removal of the two pilings adjacent to the gangway will provide easier access for paddle craft transitioning between the existing dock and the gangway. We can do this project in-house if it causes any issue with this solicitation. Please let me know.
