The project involves drainage improvements for Rivers End, a 40-acre residential community in Beaufort County near Okatie, South Carolina. The stormwater system currently includes ditches, two layers of pipes, and two wet ponds, with discharge into the Okatie River watershed, which is impaired for fecal coliform. The work includes replacing the lower HDPE system with RCP, installing bioswales along Rivers End Drive, installing an in-pipe manufactured treatment device (unsubmerged) to target bacteria removal, and performing necessary maintenance of the existing system. The purpose is to improve water quality and repair the failing stormwater infrastructure to reduce pollutant contributions to the impaired watershed. Design plans are referenced for further details. Question Deadline 12/18/2025 at 5:00 PM ET All questions must be submitted through the Procurement Portal The purpose of this project is to repair, replace, and restore components of the existing stormwater drainage system to ensure proper conveyance, mitigate flooding, and bring infrastructure into compliance with applicable local, state, and federal regulations. The Contractor shall furnish all labor, materials, equipment, services, permits, testing, and incidentals necessary to complete the work as described herein. 2. General Requirements The Contractor shall: o Comply with all local, state, and federal regulations, including stormwater, environmental, and safety requirements. o Protect existing utilities and property. o Maintain site safety, traffic control, and public access as required. o Coordinate with the Beaufort County (BC) Project Manager throughout the project. o Restore all disturbed areas to pre-construction condition or better. 3. Specific Work Tasks 3.1 Pre-Construction Activities o Conduct site walk with the BC Project Manager. o Verify existing grades, drainage structures, and utility locations. o Submit required permits, traffic control plans, and schedule. o Provide submittals for materials (pipes, fittings, structures, backfill, etc.). 3.2 Site Preparation & Demolition o Install erosion and sediment control measures. o Remove and dispose of damaged pipes, inlets, culverts, headwalls, and other drainage components. o Excavate soils as required to access drainage lines. o Protect adjacent structures, pavements, and utilities during excavation. 3.3 Drainage System Repairs The Contractor shall perform the following repairs, as shown on project plans or directed by the BC Project Manager: Pipes & Culverts o Remove failed sections of pipe. o Install new storm pipe (materials based on specifications). o Provide required bedding and backfill materials. o Ensure proper slope, alignment, and compaction. Inlets, Catch Basins & Manholes o Replace or reconstruct damaged inlets and catch basins. o Repair or reset frames, grates, and lids. o Clean existing structures that remain in service Headwalls, Endwalls, Outfalls o Replace or repair concrete headwalls/endwalls. o Install riprap apron or energy dissipation measures as required. o Stabilize outfall channels to prevent erosion. Joint Sealing & Lining (If Required) o Install internal joint seals, pipe lining, or grout repairs. o Conduct CCTV inspections before and after repairs. Bioswales o Excavate bioswale footprint to required elevations. o Shape swale side slopes, channels, and check dams to design grades. o Ensure positive flow toward downstream structures and overflow points. o Install engineered soil mix meeting project specifications (typically sand/compost/topsoil blend). o Compact lightly to prevent settlement while ensuring infiltration capacity. o Remove debris, rocks, and unsuitable materials. o Install native plants specified for swales o Provide mulch, erosion control matting, or coir logs where specified. o Water and maintain plantings until establishment acceptance. 3.4 Backfilling & Surface Restoration o Backfill trenches using approved granular or native materials per specifications. o Restore disturbed pavement, sidewalks, landscaping, and turf. o Replace curb, gutter, and driveway aprons where removed for access. o Grade site to restore proper drainage patterns. 3.5 Erosion & Sediment Control o Install and maintain silt fence, inlet protection, and stabilization measures. o Prevent sediment discharge from the project area. o Remove erosion controls only after final stabilization is approved 3.6 Testing & Quality Assurance o Conduct infiltration, compaction, or flow testing as required. o Provide CCTV video of pipe installations prior to final acceptance. o Repair deficiencies identified in inspections. 3.7 Final Cleanup & Closeout o Remove equipment, debris, and temporary facilities. o Restore the site to pre-construction condition. o Submit as-built drawings. o Provide warranties for materials and workmanship. 4. Deliverables o Project schedule o Traffic control plan o Compaction and material test results o As-built documentation o Warranty statements 5. Contractor Responsibilities o Maintain a safe work environment per OSHA standards. o Provide qualified operators and skilled labor. o Coordinate utility locates and protection (811 service). o Minimize disturbance to public and private property. o Keep the BC Project Manager informed of progress and issues
