Site work, new construction and renovation of a mixed-use development in Frederick, Maryland. Completed plans call for the expansion of a clubhouse / community center, educational facility and medical facility.
As of December 2025, the project is out for an RFP for pre-construction services, this is not a hard bid at this time. Contract Type: The contract resulting from this solicitation shall be a firm fixed-price contract for Phase 1. Pre-Construction Services and a fixed-price contract with price adjustment for Phase 2. Construction Services as defined in COMAR 21.06.03. Contract Duration: The anticipated duration of services to be provided under this contract is 30 months for Phase 1 Pre-Construction Services. This will be a contract for Phase 1 Pre-Construction Services, which includes the provision of the Guaranteed Maximum Price (GMP) for the construction of Residence Halls. The duration of Phase 2 Construction Services will be determined during Phase 1. Primary Place of Performance: 101 Clarke Place, Frederick, Maryland 21701 Question Date 18 Nov 2025 3.00 PM The Procurement Officer, Julissa Marcano, introduced herself and identified the Request for Proposal. She instructed that all communication regarding this solicitation should be addressed to her, in writing, with the exception of questions related to eMMA Help Desk. An attendance sheet was available, and attendees were instructed to sign-in to have a record of attendance and for interested subcontractors and prospective MBEs and VSBEs. We had a round of introductions starting with DGS and Maryland School for the Deaf(MSD) staff. Julissa provided her contact information which is the following: The offeror must submit a letter on the companys letterhead acknowledging that Phase 2 - Construction Services has a 40% MBE subcontracting participation goal (with subgoals of 8% African-American MBEs and 11% Women-Owned MBEs) and committing to achieving the overall goal and subgoals by utilizing certified minority business enterprises Phase 1: 0% MBE goal / 0% VSBE goal There was a brief question and answer period. All firms were informed that all questions are to be submitted in writing to the Procurement Officer by 3:00 P.M., Tuesday, November 18, 2025. Only questions submitted in writing will be answered by addendum and become part of the contract documents.
