Frederick County, Maryland invites proposals from qualified vendors for providing Heating Ventilation and Air Conditioning and Mechanical Maintenance Services. Please direct all questions to the buyer, Laura Schug at LSchug@frederickcountymd.gov The contract period shall be for 1 year commencing on or about April 1, 2025 after approval and proper execution of the contract documents, with a renewal option for four additional years in one-year increments, exercisable at the sole discretion of the County. Questions Due: Monday, January 5, 2026, 4:00 pm via the OpenGov Procurement Portal . Multiple County agencies will be authorized to utilize the services of the Contractor or Contractors selected for award. Most of the services that may be required will be ordered by the Office of Facilities Maintenance, the Division of Solid Waste and Recycling (DSWR) and the Division of Water and Sewer Utilities (DWSU). 1. Note: The listing of maintenance tasks and procedures to be performed is not intended to be all inclusive. Rather, it is intended to be representative of the scope of maintenance service to be provided. Omission of the description of a specific task or of identification of specific equipment or system components does not relieve the Contractor of the responsibility for maintenance of any part of the HVAC systems, mechanical systems and all associated operating, distributing, and controlling equipment, devices, or components. 2. HVAC and Mechanical systems shall be maintained at optimum efficiency in accordance with manufacturer's recommendations. 3. All services performed under this contract shall be subject to inspection, approval, and acceptance by the County. 4. Equipment included in this contract shall consist of, but is not limited to the following system types: rooftop; VRV; heat pump; split; boiler; chiller; water heater; water source heat pump and geothermal heat pump and gas and electric units. The County operates a variety of manufacturers HVAC equipment including the following: Aaon; Carrier; Daikin; McQuay; Mitsubishi; Sanyo; Trane; York; Arco Aire; and Friedrich. B. Labor Rates: 1. All Contractors shall submit their labor rates per hour for Straight Time, Overtime, and Sundays/Holidays for work to be performed under this contract. 2. All travel charges incurred to and from the County job site shall be incorporated into the Contractor's hourly labor rates. 3. All labor rates shall begin and end at the job site. C. Parts/Materials: 1. All replacement parts and materials shall be new, authorized factory repair parts and materials, meeting or exceeding all applicable requirements of the original equipment manufacturers' specifications. 2. All parts and materials required in performing service shall be billed at the Contractor's actual cost plus a percentage of mark-up. Each Contractor must propose a percentage of mark-up on the price proposal form and the percentage of mark-up proposed may not exceed 18%. The County shall have the option to purchase directly any individual part/materials that exceeds $300 in cost for use of the Contractor for the service/repair. A copy of the invoice(s) for such purchase(s) by the Contractor shall be included with the Contractor's invoice to the County. Failure to do so shall cause the County to refuse to pay the invoice until the invoice from the Contractor's supplier is furnished to the County.
