The City of Pasco, Washington Department of Public Works is soliciting Statements of Qualifications from qualified Consultants registered in the State of Washington to perform civil engineering services and project management services for the Road 40 E Extension project. The project will extend Road 40 E north of "A" Street to its connection with E Lewis Place. No right-of-way acquisition is currently anticipated, but coordination with adjacent property owners is required. The selected Consultant will serve as an extension of senior City engineering staff and must be fully familiar with City specifications, procedures, and administrative processes. Responsibilities include comprehensive project management support—maintaining project documentation, tracking schedule and budget, coordinating with internal departments and external stakeholders, providing status updates to City management, and preparing City Council agenda materials. Staff will also lead the public bidding process, conduct bid reviews, prepare recommendations for award, address bid protests, and oversee construction administration including change management and project closeout. As Engineer of Record, the Consultant will issue a complete and compliant bid package. Engineering services may include topographic surveying, preparation of plans, specifications, and estimates, public outreach, right-of-way acquisition and certification if needed, preparation and processing of environmental documentation, bid review, and construction administration support. Responses must be submitted electronically. Small, minority, and women-owned businesses are encouraged to submit bids. Consultants must comply with all applicable federal regulations and nondiscrimination requirements. The City reserves the right to reject any or all responses and may require presentations from qualified firms.
