The submitting party is solely responsible for ensuring successful delivery by the deadline. Neither Titan Florida nor its representatives shall be responsible for technical issues or circumstances beyond their control, including but not limited to incorrect email addresses, connectivity problems, computer malfunctions, or any other issue that may cause a submission to be incomplete, delayed, or not received. Titan Florida reserves the right to issue Addenda in response to bidder questions or clarifications beyond the anticipated final addendum date. It is the bidding firm's responsibility to ensure receipt of all Addenda and verify all Addenda have been received prior to bid submission. The selected bidding firm will be responsible for all work necessary to complete the Titan Florida Melbourne Terminal Facility Expansion Improvements, as shown in the Issued-For-Bid Plans in Appendix A. Work will be completed in coordination with Titan Florida and the Florida East Coast Railway (FEC). Bidding firms must be licensed and qualified to perform all services described in this Scope of Work and maintain FDOT prequalification for the applicable work classes. Summary Scope: The purpose of this work is to expand rail car storage capacity at the Melbourne Terminal by constructing new track and associated components, completing all required earthwork and grading, and delivering fully functional FEC-standard track as shown in the Issued-For-Bid Plans in Appendix A.
