Completed plans call for the renovation of a multi-residential development; for the demolition of a multi-residential development; for the construction of a multi-residential development; and for site work for a multi-residential development.

The City of Palm Bay's Housing and Community Development Division (HCD) is seeking qualified and licensed contractors to participate in the City's State Housing Initiatives Partnership (SHIP) Program Contractor Pool. Pre-qualified contractors will be eligible to submit quotes for residential rehabilitation, emergency repair, and demolition/reconstruction projects funded through SHIP. The purpose of this solicitation is to establish a pool of qualified contractors who demonstrate the technical capacity, experience, and reliability to perform high-quality residential construction in accordance with City, State, and Federal program requirements. Question Deadline 01/29/2026 at 9:00 AM ET Online Portal The SHIP Program provides housing repair and rehabilitation assistance to low- and moderate-income homeowners residing within Palm Bay city limits. Eligible projects address structural, safety, sanitary, accessibility, code-compliance issues, and general property improvements to improve habitability and ensure compliance with City Code and Florida Building Code standards. The City anticipates serving approximately 15-25 homes annually through Owner-Occupied Rehabilitation. 3. Contractor Responsibilities Pre-qualified contractors shall: o Provide all labor, materials, equipment, supervision, permits, and incidentals necessary to complete assigned rehabilitation projects. o Review the Scope of Work (SOW) for each property and submit an itemized cost estimate, including a detailed breakdown of labor, materials, overhead, and profit (combined total not to exceed 20% unless otherwise authorized). o Attend required site visits, pre-bid meetings, and pre-construction meetings. o Secure all required building permits and inspections as outlined by the City of Palm Bay Building Department. o Complete all work in compliance with: o Florida Building Code and City of Palm Bay ordinances. o HUD and SHIP program guidelines. o Federal Lead-Based Paint Regulations (24 CFR Part 35). o Occupational Safety and Health Administration (OSHA) safety standards. o Maintain a safe, clean, and hazard-free worksite at all times. o Ensure all subcontractors are licensed, insured, and approved by the City prior to commencement. o Maintain active and professional communication with City staff and the homeowner throughout the project lifecycle.
