Remove snow 3 inches or more from the top level of Capitol Parking Deck (48 parking spaces, corner of Race and Progress Avenue) and Mahantongo Parking Deck (72 parking spaces, corner of Mahantongo and South Second Streets), both requiring a rubber blade.
