North Clackamas County Water Commission Public Improvement Project CM/GC Water Treatment Plant Improvements. The North Clackamas County Water Commission (NCCWC) is an interagency municipal organization comprised of members from the Sunrise Water Authority, Oak Lodge Water Services, and the City of Gladstone. NCCWC owns and operates a 20 million gallon per day (MGD), wholesale drinking water treatment plant located along the Clackamas River in Oregon City, Oregon. The plant was originally constructed in 1998 as a 10 MGD slow sand filter plant and later expanded in 2005 to include 10 MGD of submerged (vacuum) membrane treatment. Several key facilities within the plant have reached their service life and need to be replaced or repaired. The planned improvements will be delivered under a Construction Manager/General Contractor (CM/GC) framework. NCCWC seeks qualified contractors for both pre-construction and construction phases of the project. Proposers will be selected based on a combination of qualifications and price proposals. There is a mandatory pre-proposal meeting and site tour at the water treatment plant. Only electronic submittals in digital (*.pdf) format will be accepted. The construction is subject to prevailing wage law and NCCWC encourages participation from minority or women-owned, and disadvantaged business enterprises.
