The City of Saratoga Springs, New York, requests sealed bids for Hazardous Materials Testing & Monitoring Services. Bids must be submitted in their entirety using the official bid form or an exact copy thereof in a sealed envelope. All bids must follow the requirements of the RFP specifications and include all required forms. No interlineations, excisions, or special conditions should be made or included in the bid documents by the bidder. Each bidder must submit a Non-Collusion and Vendor Code of Conduct Affidavit, a signed Risk and Safety Agreement, and a Certificate of Insurance as outlined in the Risk and Safety Agreement. Contractors involved in projects exceeding $200,000 or subcontractors exceeding $50,000 must have appropriate apprenticeship agreements registered with and approved by the New York State Commissioner of Labor, with at least a thirty percent (30%) graduation rate. Corrections in bids must be initialed by the bidder. Late bids or those submitted via email or fax will not be accepted. Bids may be withdrawn upon written request prior to the specified opening time. Proposals not meeting the requirements may be deemed nonresponsive. Proposals will be evaluated first on technical criteria (such as operational plan, company background, staffing, experience, and references) and then on cost.
